Randy is a military officer who Nanette falls in love with. He coerces her to steal things from her employer, supposedly to pay off his debts. Instead of pawning them he is simply giving them as gifts to other women, such as Randy's girlfriend.
Once Hans catches him with the madam's stolen fan, it goes down.
